文章以特色小镇创建为研究对象，以276 个中国特色小镇共677 条评审意见为研究素材，采用扎根理论研究方法，通过开放性编码、主轴编码和选择性编码，建构了中国特色小镇创建机制模型。研究发现：①中国特色小镇的创建重点，从维度、范畴到概念的层级分布，其相应的首位重要性分别为价值链提升的竞争机制、规划修编引导和规划修编。②中国特色小镇创建机制，由科学可实施的规划机制、价值链提升的竞争机制、复合动力的保障机制和多重目标的平衡机制4个维度所组成。③认为规划机制在特色小镇创建中扮演战略引领的角色，竞争机制确保特色小镇在激烈创建竞争中脱颖而出，保障机制能够实现特色小镇的可持续发展，平衡机制使得特色小镇各方主体利益最大化。 - 关键词：
特色小镇；创建机制；评审意见；扎根理论； - Abstract: Taking the establishment of characteristics towns as the research object, based on 677 opinions of 276 Chinese characteristics towns, this paper constructs an establishment mechanism model of Chinese characteristics towns through opening coding, axial coding and selective coding with the method of grounded theory. It is found that: ①The establishing key points of Chinese characteristics towns are the level distribution from dimension, category to concepts. The corresponding primary importance is the competition mechanism of value chain promotion, planning revision guidance and planning revision. ②The establishment mechanism of Chinese characteristics towns is composed of four dimensions: scientific and implementable planning mechanism, value chain promotion competition mechanism, compound power guarantee mechanism and multi-objective balance mechanism.③It is believed that planning mechanism plays a strategic leading role in the establishment of characteristic towns, the competition mechanism ensures that the characteristics towns stand out in the fierce competition. The guarantee mechanism can realize the sustainable development of the characteristics towns, and the balance mechanism can maximize the interests of all parties in the characteristics towns.
