2019 年末突如其来的新型冠状病毒肺炎疫情严重冲击了人们的正常工作生活节奏甚至身心健康，对城市人居环境也构成了严峻的挑战。文章以国内主要疫情发生地——武汉为例，在综述人类抗击传染病疫情的规划历程和国内外医疗卫生规划研究概况的基础上，尝试从主要指标、规划体系、空间结构、设施建设等4 个方面客观评估现行医疗专项规划的实施情况及配置水平，并结合对疫情过程的简要回顾，剖析武汉在医疗卫生资源配置、重大疫情防控、公共卫生应急管理等方面的短板和不足，按照应急谋远的思路提出下一步提升疫情防控能力对策和完善医疗卫生专项规划的建议。 - 关键词：
新型冠状病毒肺炎；医疗卫生设施；专项规划；实施评估；武汉； - Abstract: COVID-19 outbreak in late 2019 has seriously impacted people's normal work and life rhythm, even physical and mental health, and posed a severe challenge to the city's human settlements. Taking Wuhan as an example, this paper summarizes the planning process of human fighting against infectious diseases and the research situation of medical and health planning at home and abroad, and tries to objectively evaluate the implementation and allocation level of current special medical planning from four aspects of main indicators, planning system, spatial structure and facility construction, and reviews the brief process of the epidemic. The paper analyzed Wuhan's shortcomings and deficiencies in the allocation of medical and health resources, major epidemic prevention, and public health emergency management, and put forward suggestions for the next step in improving epidemic prevention and control capabilities and perfecting special plans for medical and health in accordance with the idea of seeking a long-term emergency.
