以流通产业疏解转移为代表的产业调整是当前京津冀协同发展过程中产业层面的一种主要形式，流通产业的转移调整一方面为疏解地缓解了产业发展压力，另一方面也促进了承接地自身的经济发展。本文以京津冀协同发展背景下的流通产业为主要研究对象，通过建立跨区域流通产业疏解转移理论分析模型，得出产业承接地福利效应提升、被转移产业福利受损，以及产业疏解地福利效应变化方向与地方政府对产业负外部性的重视程度呈正相关关系的基本结论，并且具有基于利益补偿机制的区域产业疏解转移的帕累托改进空间。在此基础上，运用2005-2018 年省级面板数据，考察了流通产业转移调整对企业个体福利与区域总体福利两个层面的作用影响，得出现阶段流通产业的疏解转移降低了区域整体及企业的福利效应，但结合产业调整的长期发展方向，疏解转移将具有提升区域与企业福利效应的变化趋势。 - 关键词：
产业转移；福利效应；流通产业；京津冀协同发展； - Abstract: Industrial restructuring represented by the transfer of the circulation industry is a major form of coordinated development of the Beijing-Tianjin-Hebei region at the industry level. On the one hand, the transfer and adjustment of the circulation industry eases the industrial development pressure of the emigration area; on the other hand, it also promotes the economic development of the ingoing area itself. In this paper, the research object is circulation industry which is based on the coordinated development of the Beijing-Tianjin-Hebei region. By establishing a theoretical analysis model of circulation industry's transfer in cross-regions, the paper concludes the industrial welfare benefits are improved, the transferred industry welfare is impaired, the direction of the welfare effect of industrial reconciliation is positively correlated with the degree of industrial negative externality, and it has Pareto improvement space with regional industry dissolution and transfer based on interest compensation mechanism. Based on the above analysis, the provincial panel data from 2005 to 2018 are used to study the impact of the enterprise's welfare and region’s welfare by industrial transfer. The results show that circulation industry's transfer has reduced the welfare effect of the entire region and the enterprises at the present stage, however, combined with the longterm development direction of industrial adjustment, the industry's transfer will have the changing trend of improving regional and corporate welfare effects.
