未来社区是浙江省继2015 年推出特色小镇理念以后的又一项政策创新或制度创新。该创新作为浙江在地创新精神在住房领域的体现，自2019 年开展至今已经从个案试点阶段步入面上推广阶段，在浙江省各地市进行了近百项覆盖5 大类型的实践。文章从政策、产业、研究3 条路径及其交织入手，研究了未来社区政策设计的特点与重点、产业在地创新的特色、应用型与学术型研究的主要成果，以及实践推行3 年来的进展。研究认为浙江未来社区的创新主要是去房地产化与全生命周期化，浙江实践对中国其他城市的城市更新、社区营造具有借鉴价值。 - 关键词：
城市更新；社区营造；去房地产化；运营；住房制度； - Abstract: Future community is another policy innovation and system innovation after Zhejiang province launched the characteristic town concept in 2015. This innovation is the embodiment of Zhejiang’s local innovation spirit in the housing sector. It has moved from the pilot stage to the general promotion stage since its launch in 2019, and nearly 100 practices covering 5 major types have been carried out in various cities in Zhejiang province. Through the three paths of policy, industry, and research and their interweaving, this article studies the characteristics and priorities of future community policy design, the characteristics of local industry innovation, the main results of applied and academic research, and the progress of practice in the past three years. The research argues that the innovations of Zhejiang’s future communities are antiproperty-led development and shaping the community in full-life-cycle. Zhejiang’s practice has referential significance for the urban renewal and community construction in other Chinese cities.
