深圳市城中村的城市更新已经从以拆除重建为主转向以综合整治为主。文章梳理了深圳市持续多年的城中村综合整治实践，发现以“底限式”的环境整治为主，存在整治深度有限、治理效率偏低、财政上难以持续等诸多问题。结合柠盟人才公寓案例在城中村综合整治方面的创新探索，从目标定位、运作模式和组织协调等方面提出对城中村综合整治进行整体统筹的建议，包括：基于对城中村的全面摸底调查，实施城中村分级治理；强化街道在城中村综合整治中的主导作用；引入市场力量参与综合整治并加强公众参与等。 - 关键词：
城中村；综合整治；整体统筹； - Abstract: The trend of urban villages’ renewal in Shenzhen has shifted from demolition and reconstruction to comprehensive improvement. This article reviews the practice of comprehensive improvement of urban villages in Shenzhen in recent years, and finds that the current practice mainly focuses on the environmental renovation, which is a “bottom-line” for ensuring the basic life safety in urban villages and has many problems such as limited improvement, low governance efficiency, and financial unsustainability. After analyzing and summarizing of the innovative exploration of the case of Ningmeng Talent Apartment, some suggestions are put forward from the aspects of target positioning, operation mode and organization coordination. They include implementing hierarchical practices for different urban villages based on a comprehensive survey, strengthening the leading role of sub-district office in the comprehensive improvement, and introducing market forces to participate in the comprehensive improvement and encourage more public participation.
