适度放开地摊经济在稳就业、保民生等方面对城市发展具有重要意义，需要在精细化的城市管理中包容地摊经济实现共赢。文章从新制度经济学的角度深入解析城市地摊经济管理难题，认为不完全产权界定引致负外部性是管理难的根本，制度变迁与制度安排不完善是管理难的成因，城管人员与摊贩博弈的复杂化是管理难的具体表现。文章以上述理论研究为基础，为切实解决难题、创新地摊经济管理思路提供决策参考。 - 关键词：
地摊经济；城市发展；制度；产权；精细化管理； - Abstract: Moderately opening street-stall economy is meaningfully helpful to city development in terms of stabilizing employment and ensuring people's livelihood. Thus, it's essential to adopt street-stall economy into refined city management system and achieve an all-win result. Based on new institutional economics, the essay provides a thorough explanation on the management dilemma of street-stall economy. The fundamental reason is an unclear delineation of property rights, along with other factors such as compulsory institution evolution, lack of formal institution arrangements and game of transaction costs. Such theoretical analysis enlightens new thinking on improving city management of street-stall economy in practice.
