- 摘要：
国土综合整治已上升为国家战略，亟须探索一套创新机制体系，以保障其有效落实。国土综合整治各要素、各环节间极为复杂的互动关系加大了整治实施难度，唯有准确识别其复杂特征，才能够厘清问题所在，探索相应的解决路径。因此，文章从复杂性科学的角度出发，阐述了国土综合整治主体复杂性、过程复杂性和环境复杂性 3 个特征，识别了由复杂性引起的项目间缺乏系统衔接、资金统筹程度不高、内生动力不足等国土综合整治现存问题，进而有针对性地构建了一套系统的、覆盖整治全过程的国土综合整治创新机制体系，以期保障国土综合整治工作有序、高效进行。

国土综合整治；复杂性；创新机制； - Abstract: Land comprehensive improvement has become a national strategy, so it is urgent to explore a set of innovative mechanism system to ensure its effective implementation. The extremely complex interaction between the elements and links of land comprehensive improvement has increased the difficulty of rectification implementation. Only by accurately identifying the complex characteristics can we clarify the problems and explore the corresponding solutions. Therefore, based on the perspective of complexity science, this paper expounds the complexity of land comprehensive improvement, identifies existing problems, and constructs a comprehensive system of land comprehensive improvement and innovation to cover the whole process of remediation, thus ensuring the orderly implementation of comprehensive land consolidation, so as to ensure the order and efficiency of land comprehensive improvement work.
