- 摘要：
土地整治与生态修复是优化国土空间格局、推进乡村振兴和实现可持续发展的重要途径，探讨两者之间的内在逻辑有利于增强两者的互动关系和集成效应。文章从全域土地综合整治和国土空间生态修复的内涵解析及趋势研判入手，构建两者的衔接与融合机制，并以广东省为例，探索基于生态修复规划分区的土地综合整治路径。研究结果表明：①新时期全域土地综合整治和国土空间生态修复是对传统土地整治和生态修复的继承与更新，前者具有生态转向而后者突显综合性和系统性的特点。②土地综合整治的问题与生态修复的目标相衔接，内嵌于乡村的生产、生活和生态空间内，并通过耕地与农田网络、宅基地与民居建筑等要素一一对应。③土地综合整治与生态修复在权属明晰、权利激励、市场平台构建、社会资本参与及价值转化的过程中相互融合，最终达成两者之间的收益循环。④广东省内珠三角生态区、海岸带及北部屏障区的土地综合整治路径应各有侧重，服务于全域土地综合整治和国土空间生态修复的双重目标。 - 关键词：
全域土地综合整治；国土空间生态修复；衔接；融合；价值化； - Abstract: Comprehensive land consolidation and territorial ecological restoration are important approaches to optimize the national spatial pattern, promote rural vitalization and realize sustainable development. Exploring the internal logic between the two is conducive to strengthening the interactive relationship and compositive effect between them. This paper starts with the connotation and trend analysis of the comprehensive land consolidation and the territorial ecological restoration, and constructs the cohesion and integration mechanism of the two, and takes Guangdong province as an example to explore the comprehensive land consolidation path based on the territorially ecological restoration zoning. Main conclusions are drawn as follows: ①In the new period, the comprehensive land consolidation and the territorial ecological restoration are the inheritance and renewal of the traditional land consolidation and ecological restoration. The former is characterized by ecological transformation while the latter is characterized by comprehensiveness and systematicness. ②The problem of comprehensive land consolidation is connected with the goal of territorial ecological restoration, which is embedded in the production-living-ecological spaces of the countryside, and corresponds through the basic elements. ③In the process of clear ownership, right incentive, market construction, social capital participation and value transformation, comprehensive land consolidation and territorial ecological restoration integrate with each other, and finally achieve the income cycle between them. ④The comprehensive land consolidation paths of the Pearl River Delta ecological zone, coastal zone and northern barrier zone in Guangdong province should have different focuses, which serve the dual goals of comprehensive land consolidation and territorial ecological restoration.
