乡村规划是实现乡村振兴的关键之一，现行各种乡村规划的不协调却制约了乡村的现代化发展。国家启动空间治理体系改革以统一国土空间用途管制和完善自然资源监管体制为乡村空间规划改革提供了新的契机。文章系统研究了指导我国乡村建设和管理的3个法定空间规划——土地利用规划、土地整治规划、村镇规划自建国以来的演化历程，解读三者在不同发展阶段承载的历史责任和规划任务，剖析目前三者在乡村尺度上的协调难点，最后探索三者融合的可能路径和建构乡村空间规划体系的思路。 - 关键词：
空间规划；乡村规划；“三规”融合； - Abstract: Rural planning is one of the keys to rural revitalization, but the current disharmony of various rural planning restricts the development of rural modernization. China has initiated the reform of the spatial governance system to unify the national land-use regulation system and improve the natural resources supervision system, providing a new opportunity for the reform of rural spatial planning. The article systematically studies the three legal space plans that guide China’s rural construction and managementland use planning, land remediation planning, and the evolution of township planning since the founding
of the People’s Republic of China, and interprets the historical responsibilities and planning tasks of the three in diff erent stages of development, analyzing the coordinating diffi culties of these three planning at the rural level, and fi nally explores the possible path of coordination of these three planning and the idea of building a rural spatial planning system.
