结合当前乡村土地制度改革的背景，分析了“三权分置”给乡村发展带来的三大影响：农地产权再分配致使农地经济价值、农业经营主体和农业发展模式发生转变；产业空间优化导致农业生产空间和服务业空间的形态演变；文化特色空间重塑要求保护文化载体和发掘隐性特色空间。基于三大影响提出5 条乡村规划的策略，包括拟定近远期农地入市指标、建立村域范围农地信息库、协调土地利用和村庄建设、划定风貌环境控制区和丰富村庄文化生活。 - 关键词：
农地；宅基地；产权流转；产业功能空间；文化特色空间； - Abstract: Based on the background of the current rural land system reform, this paper analyzed the three major impacts brought by the “three powers separation” to rural development: the redistribution of farmland property rights will change the economic value of farmland, agricultural management entities and agricultural development model; the optimization of industrial space will change the agricultural production space and the service industry space; the reshaping of cultural characteristic space requires the protection of cultural carriers and the exploration of hidden characteristic space. Finally, the article proposed five strategies for rural planning, including formulating short-term and long-term farmland circulation quota, establishing village-wide farmland information database, coordinating land use and village construction, delineating landscape control area, and enriching village cultural life.
