随着中国城市化进程加速推进，存量空间规划及提升问题的研究意义愈发重大。文章围绕“在地边缘化”问题，以武汉市先建村为例，解析中部大城市城中村发展中所出现的特殊困境，揭示其特征与机制。实证表明，由于地方政府的企业化治理方式、空间规划的开发约束及行政责任下放的制度安排，此类城中村面临改造受阻、土地流失、村民就业无门、生存环境和社会环境日益恶化等多方面问题，陷入“在地边缘化”困境，并提出了针对性对策建议。 - 关键词：
城中村改造；在地边缘化；困境；城市治理；武汉； - Abstract: With the acceleration of China's urbanization process, the research on inventory spatial planning and upgrading is of increasing significance. Centering on the problem of “In-Situ Marginalization”, this paper takes Wuhan Xianjian village as an example to analyze the special dilemma in the development of urban villages in Chinese central large cities and reveals its characteristics and mechanisms. Empirical study shows that due to the governance ways of local government entrepreneurialism, and the development constraints of spatial planning and system arrangement of administrative responsibility delegating, the urban villages are faced with many problems, such as blocked reconstruction, loss of land, no access to employment, deteriorating living environment and social environment, and are trapped in the dilemma of “In-Situ Marginalization”. Finally, the paper puts forward the corresponding suggestions.
