随着我国城市化进程的推进，生活垃圾的产生和处理量大大增加，在垃圾焚烧发电厂快速发展的同时，提升公众，尤其是周边社区居民对垃圾焚烧发电运营的了解、理解和监督，成为垃圾焚烧发电发展和管理的关键因素之一。文章通过对昆明示范项目公众信息传播与意识提升方法及效果的展示，从邻避效应分析、机制化建设、监管政策和市场导向及外部专业支持4 个方面总结了项目探索的有效经验，为我国城市垃圾焚烧发电领域缓解邻避效应提供经验参考。 - 关键词：
垃圾焚烧发电厂；邻避效应；信息传播；公众意识提升； - Abstract: With the advancement of China’s urbanization process, the generation and treatment of domestic waste has greatly increased. While waste incineration power plants are developing rapidly, the public, especially the residents of surrounding communities, have become more aware of understanding and supervising the operation of waste incineration power generation, which has become one of the key factors in the development and management of waste incineration power generation. Through showing the strategies and effects of information dissemination and public awareness improvement from Kunming demonstration project, the paper summarized effective experience on Nimby analysis, mechanism building, supervisory policy and market orientation, and external professional support, which could provide experience reference for alleviating Nimby on the development of municipal waste incineration power plant.
