党的十九大以来，为应对我国社会主要矛盾的变化和乡村振兴战略的实施，乡村公共服务供给思路和方式应快速优化调整。文章在吸收借鉴西方公共产品、公共设施区位、生活圈等相关理论基础上，以南京为实证，对标新发展目标，并采取典型村庄调研与村民访谈、部门座谈、线上和线下问卷调查、GIS 分析等方法对现行乡村公共设施规划标准实施情况进行评估，认为现行标准现势性和实施性已然不足：更为均等化的乡村基本公共服务短板有待补齐完善，更为全面化的公共设施供给范围有待优化拓展，更为精细化的乡村公共设施运营管理有待强化落实。然后，坚持问题导向，结合南京国土空间规划工作，基于城乡统筹发展、兼顾公平与效率、空间复合集约、布局方式优化、基础保障与品质提升并重等多元目标，提出乡村公共设施配置的优化思路。最后，在乡村社区生活圈构建、设施分级分类体系优化、村庄分类衔接融合、规划管控方式创新、空间布局精细化引导等方面提出具体建议。然而，相应政策保障机制尚有待结合农村综合改革深化进一步深入完善。 - 关键词：
乡村振兴；公共设施；配置方法；创新；南京； - Abstract: Since the 19th CPC National Congress, to deal with the change of social principal contradiction and the implementation of rural revitalization strategy in China, the thought and mode of rural public service supply should be quickly optimized and adjusted. Based on the theories of western public goods, location of public facilities and living circle, this paper takes Nanjing as an example, and aims at the new development. It is considered that the current situation and implementation of the current standards are insufficient through the survey of typical villages, the interview of villagers, questionnaire survey online and offline, and GIS analysis. More equal rural basic public services need to be completed and improved, more comprehensive supply range of public facilities need to be optimized, more refined management of rural public facilities operation needs to be strengthened and implemented. Then, adhering to the problemoriented approach, combined with the land and space planning work in Nanjing, based on the multiple goals such as urban-rural balanced development, balance between fairness and efficiency, spatial complex use, layout optimization, and balance between basic guarantee and quality improvement, this paper puts forward the ideas of optimizing the allocation of rural public facilities. Finally, this paper makes specific proposals in the respect of construction of rural community living circle, optimization of facility classification system, convergence and fusion of village classification, innovation of planning management and control mode, and fine-grained guidance of spatial layout. However, the corresponding policy guarantee mechanism has to be combined with the deepening of rural comprehensive reform.
