从公平和效率两个角度，运用洛伦兹曲线、覆盖率和引入综合服务能力因子的潜能模型等方法测度天津市中心城区机构养老设施空间布局的均衡性。研究表明：天津市中心城区各街道人均机构养老设施量和可达性存在差异，呈现出西部和东南部较高、周围逐渐减小的趋势；机构养老设施在各区域布局效率差异较大，部分区域存在设施与人口错位分布以及服务范围交叠的现象。针对布局现状设计优化方案，提出科学规划、整合资源、医养结合等建议。 - 关键词：
机构养老设施；均衡性；布局优化； - Abstract: Lorentz curve, coverage rate and potential model with integrated service capacity factor are used to measure the equilibrium of spatial distribution of institutional endowment facilities in the central urban area of Tianjin with the consideration of both fairness and efficiency factors. Conclusion: The number and accessibility of institutional endowment facilities per capita vary in different regions. The west and southeast have relatively high number and accessibility of institutional endowment facilities per capita while the surrounding areas show a gradual decrease of those. The efficiency of institutional endowment facilities also varies greatly from region to region in Tianjin. In some regions, there is a mismatch between the distribution of facilities and population and the service scope overlaps. According to the abovementioned situation of the layout of institutional pension facilities, optimization schemes are designed and the scientific planning, integration of resources, and medical and nursing combination are suggested to be included in the optimization.
