- 摘要：
“双碳”目标的提出必将推动经济社会的系统性变革，碳要素的约束对新时代的国土空间规划工作提出了新的要求。为此，围绕碳达峰、碳中和与国土空间规划实现机制，5 位笔谈专家主要从基于碳治理的国土空间规划过程、面向生物经济发展的土地利用竞争与碳排放机制、多目标下新时代国土空间规划的路径、试点城市绿色低碳发展措施、能源领域碳减排与国土空间维度等方面提出了主要策略，为构建低碳导向的国土空间规划体系提供了重要参考借鉴。 - 关键词：
碳治理；碳达峰；碳中和；生物经济；绿色低碳发展；国土空间规划； - Abstract: The proposal of ‘carbon emission peak and carbon neutrality’ will certainly promote the systematic transformation of economic society, and the constraint of carbon elements puts forward new requirements for territorial space planning in the new era. Around carbon emission peak, carbon neutrality and territorial spatial planning implementation mechanism, five experts proposed major strategies from different aspects as ‘territorial spatial planning process based on carbon governance’, ‘land use competition and carbon emission mechanism for bioeconomic development’, ‘the path of territorial spatial planning in the new era under multi-objective’, ‘the green and low-carbon development measures for pilot cities’, ‘carbon emission reduction in energy and national spatial dimensions’, in order to provide important reference for the construction of low-carbon national spatial planning system.
