- A Study on the Efficiency of Urban Land Use in Zhejiang Province Based on the Three-Stage DEA Model

文章采用三阶段DEA 方法研究了2014—2018 年浙江省11 个地级市的土地利用效率，并通过Malmqui st 指数来揭示其动态变化。在剔除环境因素与随机误差之后，DEA有效的城市数量略有减少，绝大多数城市处于规模报酬递减或不变阶段，土地利用的技术效率普遍偏低。非DEA 有效的城市存在建成区扩张较快、从业人口冗余等问题。Malmquist 指数值表明浙江省的土地利用应致力于提高全要素生产率、技术进步与规模效率。考虑到产出相对于投入的滞后性，因此在筛选评价指标时将滞后期纳入评价过程，使得评价结果更准确。研究结果可以为浙江省城市管理部门制定相关政策提供参考。 - 关键词：
浙江省；土地利用效率；DEA；Malmquist指数； - Abstract: In this paper the three-stage DEA model was used to evaluate the land use efficiency of 11 prefecture cities in Zhejiang province during the period from 2014 to 2018. The Malmquist index was also calculated to reveal the relevant temporal changes. After eliminating the influences of environmental factors as well as those of random errors, the number of DEA-effective cities in 2018 was slightly reduced from five to four. The majority of cities were in the stage of decreasing or unchanged returns to scale, and their technical efficiency were relatively lower. The causes of non-DEA-effective cities included the rapid expansion of built-up areas, redundancy of labor populations, and so on. The Malmquist index indicated that land administrations in Zhejiang province should aim to improve the total factor productivity, technological progress and scale efficiency of urban lands. In the screening of evaluation indicators, the lag period of output factors relative to input ones was taken into account in the evaluation process, leading to higher accuracy of results. The conclusion of our study can provide a reference for urban management department of Zhejiang province in relevant policies making.
