- From Academic Concept to Urban Policy: the Pollicization of Scenescapes: A Case Study of Chengdu

学术概念的政策化是城市公共政策研究的重要议题。文章以成都的政策实践为例，聚焦“场景”这一学术概念进入城市政策的实践逻辑，揭示了中国城市情境中的学术概念政策化何以可能、何以可为的问题。研究表明，成都推进“场景”政策化经历了4 个阶段：第一个阶段是“场景”进入决策者视野，这主要基于“场景”在阐释国家政策、讲好城市故事、社会影响力及概念的稳妥性方面具有优势，因而展现出政策亲和性。第二个阶段是“场景”进入政策文本，这是通过推动形成解决城市具体问题的政策框架而实现的。第三个阶段是“场景”进入政策实践，这主要是通过指南化、任务化、清单化等机制，让“场景”政策变得具有很强的可操作性。最后是“场景”进一步彰显政策价值，这主要是通过打造以“场景营城”为中心的场景话语体系，推动场景知识再生产完成的。 - 关键词：
场景；学术概念；政策概念；城市政策；成都； - Abstract: The politicization of academic concepts is an important topic in urban public policy research. Taking the policy practice of Chengdu as an example, this paper focuses on the practical logic of the academic concept of scene into urban policy, and reveals how the policy of academic concepts in China’s urban context is possible and feasible. The article shows that Chengdu has experienced four stages in promoting the policy-making of scenes. First of all, decision makers should understand and recognize this concept. Scene has advantages in explaining national policies, telling urban stories, social infl uence and the soundness compared with other concepts. These characteristics make it more compatible with decision makers. Secondly, the concept should be put into policy documents, which mainly stems from the functionality and eff ectiveness of the scene in promoting the solution of specifi c urban problems. Thirdly, the concept should be embodied in policy practice. By guiding, tasking and listing, Chengdu makes the scenes policy operable. Finally, the scenes further enhances the policy value, which is mainly achieved by building a scene discourse system centered on “Building Urban Scenescapes” to promote the reproduction of scene knowledge.
