乡村治理格局的变迁同中国的经济转型背景息息相关，治理机制的演进无法脱离资本与乡村社会之间始终纠葛的历史脉络。基于“双向运动”理论，文章通过将乡村治理演进嵌入到特定的地方社会经济制度变迁场景之中，从市场扩张和社会纠偏的两维角度，对改革开放以来珠三角“工业村”治理演进的4 个阶段提供内在逻辑解释。结果表明，工业村的治理演进本质上是特定社会经济背景下工商资本以乡村社会关系网络为载体，以企业治理逻辑、治理组织渗透为手段，致使乡村传统治理机制不断瓦解与重构的逐利性表达。最后，研究认为构建市场与社会治理双向耦合、多主体嵌入的协同治理路径是推动市场有序准入、推动乡村治理的自我革新、实现乡村振兴的“善治之策”。 - 关键词：
乡村治理；双向运动；工业村；珠三角；资本作用； - Abstract: The change of the pattern of rural governance is closely related to the background of China’s economic transformation. Based on the theory of “double movement”, this paper provides an internal logical explanation for the four stages of the governance evolution of “industrial villages” in the Pearl River Delta since the reform and opening up from the perspective of market expansion and social resistance by embedding the rural governance changes into the specific local social and economic system changes. The results show that the governance evolution of the industrial village is essentially a profi t-driven expression of the continuous collapse and reconstruction of the rural governance mechanism under the specific social and economic background, in which the industrial and commercial capital takes the rural social relationship network as the carrier, the corporate governance logic and the governance organization as the means. Finally, it is considered that to build a collaborative governance path of two-way coupling of market and social governance and multi-subject embedding is the “good governance strategy” to promote orderly market access, promote self-innovation of rural governance and realize rural revitalization.
