利益返还是地方政府推动城市更新实施的重要政策手段之一，但市场主体、原权利人的“不确定性”和“逐利性”、更新过程复杂、地方政府在更新过程中过于倚仗市场主体等，使得地方政府的利益返还水平与城市更新绩效间存在“倒U 型”关系，建议制定收益返还的适度标准和灵活的施策方案，将城市更新中的配套设施建设质量与收益返还的水平挂钩及提高地方政府在城市更新的参与度。 - 关键词：
地方政府；收益返还；城市更新；实施绩效；广州市； - Abstract: The returned interest is one of the important policy means for local governments to promote urban renewal implementation. However, due to the uncertainty and profi t-driven of the enterprise and holder, the complex process, and the dependence on enterprise of local government, there is a“inverted U”relationship between the returned interest and performance of urban renewal projects. It is suggested that appropriate standards and fl exible policies should be established for revenue return, the quality of supporting facilities should be linked to the level of revenue return in urban renewal, and the participation of local governments in urban renewal should be improved.
