互联网为欠发达地区摆脱区位劣势、走上可持续的城镇化道路提供了可行路径。集聚带来的规模效应不仅存在于实体空间，更存在于虚拟空间，虚拟集聚已经成为更具控制力和影响力的集聚。通过互联网和电商平台，欠发达地区可以破解交易信息匹配难题，让线下小众商品得以对接广阔的虚拟市场，进而有效地促成实体生产的就地发生，开启虚实互促的双重集聚进程。人口回流是实现双重集聚的关键。草根创业者、网商群体以及回流人才在欠发达地区双重集聚的形成、发展与转型过程中扮演着非常重要的角色。地方政府在不同发展阶段的包容与服务是欠发达地区突破发展困境的重要保障。 - 关键词：
互联网时代；人口回流；欠发达地区；城镇化；集聚；曹县； - Abstract: The internet provides a feasible way for the less developed areas to get rid of the geographical disadvantage and embark on the road of sustainable urbanization. The scale effect brought by agglomeration not only exists in physical space, but also in virtual space. Virtual agglomeration has become an agglomeration with more control and inf luence. Through the internet and e-commerce platforms, less developed areas can solve the problem of transaction information matching, so that offline niche commodities can connect with the vast virtual market, and thus effectively promote the occurrence of physical production, and open the dual agglomeration process of virtual and physical interaction. The return of population is the key to realize dual agglomeration. Grassroots entrepreneurs, e-merchant groups and returned human resources play important roles in the process of formation, development and transformation of dual agglomeration in less developed areas. Tolerance and service of local government in different development stages is an important guarantee for less developed areas to break through the development dilemma.
