当前中国乡村地区正在发生着新一轮的自下而上的非正规城镇化进程，孕育于乡村集体土地上的非正规产权房是其中的一股特殊力量，但往往由于其“非正规性”而被忽视。文章基于福安市3 个典型城郊村落的调研，揭示非正规小产权房的人口流动和乡村城镇化效应，并探讨其潜在问题。研究表明：（1）小产权房的发展使得乡村在就业结构、土地利用、物质景观和经济业态等方面历经了向非农化、城镇化和多样化的转变；（2）以小产权房为媒体吸引外来人口定居并在县域内形成链式和递进式的流动路径，本地村民通过建设/ 出售小产权房实现土地变现，并迁居城镇，提高了官方城镇化水平。研究认为，以小产权房为载体而带动的人口流动和城镇化效应，在现行法律约束和制度管理下存在发展和治理问题，如何有效应对是中国城镇化高质量发展进程中面临的一项重要挑战。 - 关键词：
小产权房；县城郊区村落；非正规城镇化；人口流动； - Abstract: At present, a new round of bottom-up informal urbanization is taking place in rural areas of China. Informal property rights housing bred on rural collective land is a special force and was ignored. Based on a survey of three typical suburban villages in Fu’an city, this paper reveals the population fl ow and rural urbanization effects of informal small property rights housing, and discusses its potential problems. The research shows that: (1) The development of small-property houses has made the countryside undergo a transformation to non-agricultural, urbanization and diversifi cation in terms of employment structure, land use, material landscape and economic formats. (2) Small-property houses are used as the media that attracted people from other places to settle down and formed a chain and progressive fl ow path within the county. Local villagers realized land realization through the construction/sale of small property rights houses, and moved to towns, which improved the level of offi cial urbanization. The study believes that the population fl ow and urbanization effect driven by small property rights housing has development and governance challengers under the current legal constraints and institutional management.
