城市韧性与国家治理体系与治理能力现代化及人民群众的美好生活直接相关，以前瞻布 局打造城市韧性治理体系是应对气候变化、地震灾害、重大疫情等突发危机冲击的必 然选择。论文在厘清韧性治理内涵、特征的基础上，以城市化水平位居全国前列的长 三角区域地级城市韧性建设为样本，系统描述城市韧性治理的原则、内容、要点，统 筹指标体系，并提出了高效推进长三角区域地级城市韧性治理建设路径 :以规划协同为 先导夯实韧性治理之基 ;以全周期管理为内核优化韧性治理之维 ;以重点突破为抓手 把握韧性治理之要。 - 关键词：
长三角区域；城市韧性治理；建设路径； - Abstract: Urban resilience is directly related to the modernization of the national governance system and governance capacity and the better life of the people. Building an urban resilience governance system with a forward-looking layout is an inevitable choice to deal with sudden crises such as climate change, earthquake disasters, and major epidemics. On the basis of clarifying the connotation and characteristics of resilience governance, this paper takes the resilience construction of prefecture-level cities in the Yangtze River Delta region with the highest urbanization level in the country as a sample, systematically describes the principles, contents, and main points of urban resilience governance, and coordinates the indicator system. The path of efficiently promoting the resilience governance construction of prefecture-level cities in the Yangtze River Delta region is proposed: take planning and coordination as the guide to consolidate the foundation of resilience governance, take full-cycle management as the core to optimize the dimension of resilience governance, and take key breakthroughs as the starting point to grasp the essentials of resilience governance.
