随着城市更新成为“存量”时代的主要发展方式，工业用地的再开发利用和挖潜成为一个重要的政策领域。综合考虑土地使用和工业企业改革两条线索，对改革开放以来工业用地政策的演变进行梳理，并以上海市土地管理政策和规划管理政策为分析对象，揭示工业用地政策的演进逻辑，以及政策着力范围所体现出的空间特征，包括政策着力范围的区划特征和空间管控内容。工业企业市场化改革是城市更新背景下工业用地空间转型面临复杂利益格局的主要原因。 - 关键词：
工业用地更新；工业企业改革；工业用地政策；规划管理；上海； - Abstract: The reuse and potential release of industrial land is an important policy area, as the urban regeneration becomes a main city development mode in the Vacant Era. It focuses on the policy evaluation of industrial land since the Reform and Opening up, integrating the dual reform path of land use and industrial enterprise. Meanwhile, by taking Shanghai as case, focusing on the land management policy and planning management policy, it explores the hidden logic of industrial land policy evaluation, and the spatial characteristic of policy area, including distribution and spatial regulation contents. It argues that, the industrial enterprise reform plays an important role on complex interest pattern faced by the spatial transformation of industrial land use under the context of urban regeneration.
