- 城镇化战略规避“资源诅咒”的成效及其机理分析 ——基于“资本积累循环”的理论视角

新常态下，资源型城市的转型得到越来越多的关注，城镇化战略被视为助力资源型城市规避“资源诅咒”的重要路径。文章以山西省临汾市为例，探究城镇化战略推动资源型城市转型的成效及其机理。研究发现，将城镇化作为资源型城市经济接续的“增长工具”，不仅难以实现发展路径的切换，还将出现“激励不相容”及核心动能转型困境，从而加剧“资源诅咒”。在此基础上，文章借鉴新马克思主义的“资本积累循环”理论，进一步探究为何城镇化战略难以规避“资源诅咒”。在辨析资源部门资本投入区别于制造业部门的特征基础上，文章建立了资源型城市“资本积累循环”框架并剖析其过程特点。研究发现，循环回路的断裂与失衡是导致资本流动不畅、生产回路过度积累并引发“资源诅咒”危机的主要原因，资源型城市的多重结构锁定并不能通过城镇化战略短期要素投入一蹴而就地解决，其转型路径需要在增长主义价值观转变的前提下进行长期探索。 - 关键词：
资源诅咒；城镇化；转型路径；资本积累循环； - Abstract: The transformation of resource-based cities under the new normal context has been paid close attention to by the whole society. In order to answer the question of whether the urbanization strategy can avoid the“resource curse”, this paper takes the urbanization strategy promoted by the local government of Linfen as an example. It points out that taking urbanization as an economic growth tool is not only diffi cult to achieve the handover of development path, but also will cause“incentive incompatibility”, even lead to the dilemma of transformation of core kinetic energy, thus exacerbating the degree of infl uence of“resource curse”. By establishing the framework of“capital accumulation cycle”in resource-based cities, this paper analyzes the formation mechanism of“resource curse”and the transformation eff ect of urbanization strategy. It is found that the existence of fracture and imbalance in the loop circuit are the main reasons, which lead to the lack of capital fl ow, the excessive accumulation of production circuit and the crisis of“resource curse”. The lock of multiple factor structure cannot be solved overnight by shortterm factor input. The transformation path of resource-based cities still needs long-term exploration under the transformation of growth-oriented values.
