- 老旧单位社区更新的治理机制重构 ——基于行动者网络理论视角

行动者网络理论可作为解释性框架洞察社会空间的主体结构和权利关系，适用于老旧小区更新的治理机制分析，结合徐州市单位社区案例，探索了老旧小区治理过程存在的共有困境及优化路径。研究认为：单位社区主要面临社会职能移交缓慢、行动主体定位不明、社区资源有限、居民参与信心不足和意志差异化等现实困境，导致行动者网络存在失灵与解构风险。据此，建议在结构层次转换行动逻辑、匹配主体权责、配备保障策略，在实施层次转变关键行动者、介入新异质行动者、更新阶段核心问题和发挥国家政策优势，重构社区更新的转译过程和治理机制，为提高居民生活福祉提供实践参考。 - 关键词：
行动者网络理论；老旧单位社区；社区治理；机制重构； - Abstract: Combined with the case of the unit community in Xuzhou, it explores the common dilemmas and optimization of the governance process of the old community path. According to the research, unit communities are mainly faced with real difficulties such as slow transfer of social functions, unclear positioning of actors, limited community resources, poor communication between actors, insufficient confi dence in residents’participation, and diff erences in will, leading to failure and deconstruction risks in the network of actors. Accordingly, it is recommended to change the logic of action at the structural level, to match the rights and responsibilities of the main body, and to equip a guarantee strategy. Based on this, it is recommended to transform the logic of action, match the rights and responsibilities of the main body, equip security strategies at the structural level, and transform key actors at the implementation level, intervene in new and heterogeneous actors, update core issues in the update stage, and give full play to the advantages of national policies to reconstruct the community update. The translation process and governance mechanism provide practical reference for improving residents’well-being.
