    应急治理网络结构特征是其治理路径优化的重要参考依据。论文以《城市突发公共卫 生事件应急预案》为研究材料,以参与应急处置单位为研究对象,运用社会网络分析 方法提取城市突发公共卫生事件应急治理网络结构特征,并从公共卫生事件“生命周期” 视角提出治理路径优化对策。结果显示:城市突发公共卫生事件应急治理网络由56 个 成员单位组成,所构网络整体密度较低,具有小世界特征;节点相对度数中心度较低, 仅7 个成员单位与60% 以上其他单位产生联系,存在节点频次与应急处置功能定位不 匹配现象。结构洞指标显示应急指挥部、卫健委、市政府办公厅、事发地县(市、区) 人民政府是治理网络核心节点,市委统战部、文化和旅游局、外事办(侨办)、海洋发 展局、心理干预机构等成员单位所受限制较大。突发公共卫生事件应急处置的高度专 业性,要求治理网络不仅需要强中心性的领导型节点,更需要应急处置专业性的关键性 节点,以强化应急治理网络整体韧性;在具体应急治理过程中,应做好信息甄别与共享、 资源整合与分配、行动贯彻与执行、善后公平与正义,实现协同治理的地方协同、区 域协同、内外协同。

  • Abstract: The structural characteristics of emergency governance network is an important reference for the optimization of emergency governance path. This paper took “Urban Public Health Emergency Response Plan” as the research materials, emergency response units as the research object, used social network analysis method to extract the characteristics of urban public health emergency governance network structure, and from the perspective of “life cycle” of public health events, put forward the countermeasures to optimize the governance path. The results show that: the urban public health emergency governance network is composed of 56 members, and the overall density of the network is low, which has the characteristics of small world. The relative degree centrality of nodes is relatively low, only 7 member units have contact with more than 60% of other units, and there is a mismatch between node frequency and emergency response function positioning. The structural hole index shows that the Emergency Headquarters, the Municipal Health Commission, the General Offi ce of the Municipal People’s Government, and the People’s Government of the County (City, District) where the incident happened are the core nodes of the governance network, while the members of the United Front Work Department of the Municipal Party Committee, the Municipal Bureau of Culture and Tourism, the Foreign Affairs Office (Overseas Chinese Office), the Municipal Bureau of Ocean Development, and the Psychological Intervention Agencies are greatly restricted. The professional characteristics of public health emergency response require that the governance network not only needs strong central leadership nodes, but also needs professional key nodes to strengthen the overall resilience of emergency governance network. In the specifi c process of emergency governance, we should do a good job in information screening and sharing, the integration and distribution of resources, the implementation and implementation of actions, and the fairness and justice after the aftermath. In order to achieve collaborative governance, we should pay more attention to the local, regional and public-private coordination of collaborative governance.
