健康公平理念下，养老健康成为社会关注的热点问题。养老机构作为承载老龄化重担的重要设施，其资源配置的公平程度关乎老年群体的生活质量和健康水平。文章以武汉市为例，基于养老机构地理位置、数量、规模、服务资源等空间数据与老年人口分布等人口数据，聚焦人均、地均资源供应量，综合运用基尼系数、区位熵、泰尔指数等公平测度方法，从武汉市整体资源配置公平性、区域资源配置公平性、资源配置公平差异来源进行分析评价，归纳出配置不公平的资源与区域，并以健康公平为理念，从补足明显短板、整体全面调控、部分提档优化三方面提出了优化建议。 - 关键词：
健康公平；养老机构；资源配置；公平性； - Abstract: Under the concept of health equity, elderly health has become a hot issue in social concern. As an important facility that bears the burden of aging, the fairness of resource allocation in senior care institutions affects the life quality and health of the elderly. Taking Wuhan as an example, we use the spatial data such as the geographic location, quantity, scale, and service resources of pension institutions. In addition, population data such as the distribution of the elderly population is also analyzed. The research focuses on the capita distribution and land distribution, comprehensively using the Gini coeffi cient, location entropy, and Theil index to evaluate the fairness of overall resource allocation, regional resource allocation, and the source of diff erences in resource allocation fairness. Then we summarize the resources and regions with unfair allocation. Finally, some reasonable suggestions for optimization are given based on the concept of health and fairness, including making up for obvious shortcomings, overall comprehensive regulation, and partial upgrade and optimization.
