改革开放初期，小城镇引领的城镇化推动了农村城镇化快速发展，然而由于1990 年代以来乡村工业的衰落，小城镇发展的繁荣景象也不复存在，尤其在我国中部地区小城镇发展一直不太理想。随着新时期乡村振兴战略的提出，作为连接城乡纽带的小城镇，理应被赋予乡村城镇化的重要地位，对乡村振兴的带动作用值得关注。论文以岳阳市为例，分析了中部小城镇发展现状特征及困境，进而对其在乡村城镇化中的作用进行了探讨。研究发现，中部地区小城镇“边缘化”趋势明显，已难以引导乡村地区自下而上城镇化。中部地区在审慎选择建设中心镇的同时，为乡村地区提供日常公共服务是小城镇的主要建设方向。 - 关键词：
小城镇；城镇化；边缘化；中部地区；岳阳市； - Abstract: At the early stage of reform and opening-up in China, there has been a rapid rural urbanization driven by small towns through a bottom-up process. While images of thriving towns, especially those in the midwest China, no longer exist, due to decline of rural industry since 1990s. With the proposal of the rural revitalization strategy in the new era, as a link between urban and rural area, small towns should be given an important position in rural urbanization, and the function of small towns in rural revitalization is worthy of attention. This paper, with Yueyang city as an example, aims at analyzing actual features and dilemmas of small towns, in order to discuss of function of small towns in urbanization. The study found that the “marginalization” trend of small towns in the central region is obvious, and it is diffi cult to guide the bottomup urbanization of rural areas. While prudently choosing the construction of central towns in the central region, providing daily public services for rural areas is the main construction direction of small towns.
