北京责任规划师制度于2019 年全面设立，截至2020 年8 月该制度已覆盖了全市333个街道、乡镇和片区中的322 个，成为北京当前落实城市总体规划、进一步增强决策科学性、提升城市规划设计水平和精细化治理能力的重要制度工具。研究基于社区规划的起源及国内外相关制度的发展，剖析了制度产生的社会治理环境基础、公共理性价值基础、作为联系政府和民众的桥梁和纽带的工作定位及其规划参与的落实手段。在此基础上，基于我国当前的制度基础和社会治理发展的制约性，研究系统剖析了现阶段责任规划师工作中围绕3 组社会关系重构的主要挑战，并结合北京当前制度工作内容的解读，深入开展了责任规划师7 个主要工作职责的探讨，进一步反思了在制度探索初期，在工作职责上做出过渡性安排的问题及其现实需求的适应性。 - 关键词：
责任规划师；社会治理；社区规划；城市更新；制度建设； - Abstract: Beijing,s community planner system was fully established in 2019. By August 2020, the system has covered 322 of the city,s 333 streets, towns and districts, and become an important institutional tool for Beijing to implement the overall urban planning, further enhance the scientifi c decision-making, improve the level of urban planning and design as well as the ability of refi ned governance. Based on the origin of community planning and the development of relevant institutions, the research analyzes the basis of social governance and public rational value generated by the system, the work positioning as a bridge and link between the government and the public, and the implementation means of planning participation. On this basis, based on China,s current system development foundation and the conditionality of social governance development, the research systematically analyzes the main challenges surrounding the reconstruction of the three groups of social relations in the work of community planners at the current stage. At the same time, combined with the analysis of the work content of the current system in Beijing, the research implemented an in-depth discussion of the main work responsibilities of community planners in seven aspects, and further refl ected on the limitations of transitional arrangements in work responsibilities during the initial period of system exploration and its adaptability to actual needs.
