地方政府在城市更新实施中扮演着重要角色。文章基于治理视角，研究发现在一些城市更新项目实施中，地方政府角色从传统认知的“企业型”转换为“公益型”，表现出倾向于放权让利于市场主体和社区、以规避风险为目的形成“政府—国企联盟”，以及培育差异化增长联盟等行为特征。结合租差理论，分析了城中村改造中地方政府角色转换的效益及其机制。并进一步以广州市琶洲村改造为案例，实证分析了地方政府角色转变对时间、经济和社会效益所带来的具体影响。最后，结合案例分析，对地方政府角色转变进行了批判性评价与反思。 - 关键词：
城中村改造；地方政府角色；企业型；公益型；租差理论；琶洲村； - Abstract: Local governments play a crucial role in the implementation of urban renewal. This article, based on a governance perspective, found that in some urban renewal projects, the role of local government has shifted from the traditionally perceived “corporate-type” to a “public welfare-type”. This change manifests as a tendency to decentralize power and benefits to market entities and communities. The aim is to avoid risks, forming government-state enterprise alliances and nurturing differentiated growth alliances, among other behavioral characteristics. By integrating rent gap theory, the article analyzes the benefits and mechanisms of the local government’s role transformation during urban village renovations. Further, using the case of the Pazhou village renovation in Guangzhou city, it provides an empirical analysis of the specific impacts of this role transformation on time, economic, and social benefits. In conclusion, based on the case study, the article offers a critical evaluation and reflection on the transformation of the local government’s role.
