如何调解文化遗产保护与温室气体减排之间的紧张关系是新时期需要回答的系统性问题。文章首先在辨析历史城区中“保护—低碳”对立统一关系的基础上,明确了“保护—低碳”平衡是历史城区发展的重要目标;其次通过案例梳理,总结出底线保障、效益最大、系统整合、同步行动和渐进实施等平衡原则;最后结合西安明城区,提出涉及城区功能优化、开发强度控制、设施介入管控与建筑改造指导等4个方面的规划目标及途径,以完善“保护—低碳”的系统认知,指导历史城区发展。 - 关键词:
历史保护;低碳城市;历史城区;对立统一;规划应对 - Abstract: In the new era, how to mediate the tension between cultural heritage protection and greenhouse gas emission reduction is a systematic problem to be answered. Firstly, based on the analysis of the unity of opposites between ¡°heritage protection¡± and ¡°low carbon¡±, this paper held that seeking the balance of ¡°heritage protection¡± and ¡°low carbon¡± is an important goal for the development of historical urban areas; Secondly, through the analysis of relevant cases, six balance principles are summarized, including bottom line guarantee, maximum benefit, active adaptation, gradual implementation, system integration and synchronous action; Finally, taking the old city area of Ming Dynasty in Xi¡¯an as an example, this paper put forward and constructed the planning objectives and approaches of the historical urban area in four aspects: urban function optimization, development intensity control, energy infrastructure control and building reconstruction guidance. It has theoretical significance and practical value to improve the systematic cognition of ¡°heritage protection¡± and ¡°low carbon¡± and guides the development of historical urban areas.
