- 摘要：
老旧小区改造是新时代城市建设的重要民生工程和发展工程，也是优化城市社会空间结构和提升土地价值的重大战略议题。文章首先系统梳理了中央、江苏省及南京市关于老旧小区改造的相关政策并针对政策文本进行量化分析；其次，基于“政策工具类型—政策干预对象—政策干预环节”三维分析框架对政策进行工具分类、内容编码、文本分析，研究既有政策的主要特征、剖析老旧小区改造政策合理性及存在的主要问题，并提出了政策改进建议。 - 关键词：
老旧小区改造；政策工具；南京；文本分析； - Abstract: The renovation of old residential areas is a crucial endeavor in the new era of urban construction, impacting both the lives of the community and the development of the city. This paper delves into the policies set forth by the central government, Jiangsu province, and Nanjing regarding the renovation of old residential areas, conducting a comprehensive analysis of the policies’ contents. Adopting a threedimensional framework of “policy tool type, policy intervention object, and policy intervention link”, the paper categorizes the tools used in the policies, deciphers their contents, and evaluates their key features. The paper also evaluates the rationality and shortcomings of the current policies and provides suggestions for improvement.
