先发地区工业型乡村是20 世纪80 年代推动乡村工业化蓬勃发展的产物，但经过改革开放40 多年的发展，城市产业经济的比较优势日益凸显，而乡村地区的工业发展逐渐受到城乡发展差距、本土环境压力等限制，曾经辉煌的乡镇企业成为“低小散”和“脏乱差”的整治对象。在乡村振兴上升为国家战略的背景下，在江苏省华西村、永联村为代表的乡村线性赶超城市模式和浙江省余村、黄杜村为代表的特色农旅转型发展模式之外，发达地区的工业型乡村是否还存在第三种发展方向？以浙江省泽国镇为例，研究其在环境规制的背景下如何利用既有制鞋产业基础找到新的比较优势，从而成功推动乡村地区转型发展。泽国镇的乡村转型实践符合新结构经济学提出的“根据要素禀赋及其结构寻找新的比较优势”，对我国发达地区工业型乡村转型发展具有重要参考意义。 - 关键词：
先发地区；工业型乡村；乡村转型；比较优势；规划策略； - Abstract: Manufacturing-based rural areas in developed regions were the result of the thriving rural industrialization in the 1980s. Over the course of 40 years of reform and opening up, the comparative advantage of urban industrial economy has become increasingly evident, while the development of rural industrial enterprises that were once thriving has been restricted due to the gap in urban-rural development and local environmental pressures. There are two predominant development models for manufacturingbased rural areas: the rural linear development model, exemplifi ed by Huaxi village and Yonglian village in Jiangsu province, and the transformation into a rural and tourism-based model, represented by Yucun village and Huangdu village in Zhejiang province. Does a third possibility exist for the transition and development of manufacturing-based rural areas in developed regions? This paper uses Zeguo town in Zhejiang province as a case study to examine how the existing shoemaking industry was leveraged to fi nd new comparative advantages under environmental regulations, leading to successful transition and development. Zeguo town’s rural transition aligns with the principles of new structural economics, which seeks new comparative advantages based on endowment and structure, making it a valuable reference for the transition and development of manufacturing-based rural areas in developed regions of China.
