目前社区养老托育服务的重点是对身体健康的照护，对精神、社会、身体三维一体的全方位健康需求供给能力相对滞后、满足度低，需要社区康养的新发展予以支撑和保障。在社区治理的逻辑框架下，社区康养领域出现的照护服务、营养配餐、运动康复、适老化改造、金融、教育、宜居环境开发等新业态，既呈现蓬勃发展的态势，也面临有效供给不足、质量标准不高、人才支撑不强、供需信息不对称、市场宣传不到位、社区公共服务不配套等诸多挑战，需要在创新治理模式、推进科技赋能、健全产业链供应链体系上实现突破。 - 关键词：
社区治理；社区康养；现实逻辑；挑战；路径； - Abstract: At present, the focus of community-based elderly care services is primarily on physical health care. However, the supply of services that address the mental, social, and physical health needs in a comprehensive and integrated manner is lagging behind. Consequently, the overall satisfaction of elderly care services is low. The development of community health care needs to be supported and guaranteed through new initiatives. Within the framework of community governance, various aspects such as service provision, nutrition, food preparation, sports rehabilitation, age-appropriate reform, fi nance, community education, and the creation of livable new forms of business in the field of community health and nutrition are all experiencing vigorous growth. However, there are several challenges that need to be addressed, such as insufficient effective supply, low quality standards, weak talent support, inadequate supply and demand information asymmetry, inadequate market publicity, and uncoordinated community public services. To overcome these challenges, breakthroughs are needed in the innovation of governance modes, the promotion of technology empowerment, and the improvement of the industrial and supply chain systems.
