- “内核—外缘”系统视角下全域土地综合整治模式与策略研究 ——以宿迁市宿豫区新庄镇为例

全域土地综合整治是国土空间规划背景下，优化土地资源配置和空间利用格局的有力抓手之一。为服务于行业管理与地方实践的现实需求，全域整治的模式研究势在必行。但全域整治较传统土地整治在覆盖范围、类型要素、作用机制等内涵上有较多区别，传统土地整治模式存在较大的不适用性。因此，文章基于“内核—外缘”系统视角解析了全域整治模式，并以宿迁市宿豫区新庄镇为例开展了实证研究，总结了全域整治典型模式与实践策略。研究表明：（1）全域整治模式本质上是“内核—外缘”复杂系统，其中内核系统包括生产、生活和生态空间，外缘系统包括经济、社会、区位和环境因素。（2）案例区全域整治模式为“以产促整、三生提质”，即以产业振兴为整治核心，优化产业用地格局，提高产业融合水平与规模集聚效应，推动生活空间与生态空间治理，统筹实现“三生”空间的品质提升。（3）基于典型模式经验总结，提出了产业振兴、生活宜居和生态保护维度的实践策略。研究可为全域整治的地方实践提供经验借鉴。 - 关键词：
“内核—外缘”系统理论；全域土地综合整治；模式研究；策略研究；宿迁市； - Abstract: Comprehensive land consolidation is a highly effective strategy for optimizing land resource allocation and spatial patterns, particularly within the context of territorial spatial planning. To address the needs of industry management and local practice, it is vital to study comprehensive land consolidation models. However, these models are substantially different from traditional land consolidation in terms of range, type, and mechanism, rendering the traditional model largely inapplicable. This paper, adopting the “Core-Peripheral” system perspective, provides an analysis of comprehensive land consolidation models. It uses Xinzhuang town in the Suyu district of Suqian city as an example for empirical research, summarizing typical models and strategies.The results indicate that the comprehensive land consolidation model is a complex “Core-Peripheral” system. The core system encompasses production, living, and ecological spaces, while the peripheral system includes economic, social, locational, and environmental factors. The comprehensive land consolidation model of the case area primarily aims to “advance comprehensive land consolidation through production, thereby enhancing the quality of living and ecological spaces.” This involves prioritizing industrial revitalization at the core of comprehensive land consolidation, optimizing the pattern of industrial land use, enhancing the level of industrial integration and the effect of scale agglomeration, promoting the governance of living and ecological spaces, and ultimately improving the quality of the “production-living-ecological” space. Based on the model summary, the paper proposes strategies from the perspectives of industrial revitalization, livability, and ecological protection. This study can serve as a reference for the local practice of comprehensive land consolidation.
