乡村规划在城乡融合发展进程中为乡村的建设发展提供依据并规范乡村建设行为，然而当前乡村规划实践也面临着县镇村统筹协调困难、管控与发展平衡困难、公共政策供给与需求偏差大等问题，导致乡村规划目标难以落实。文章基于需求视角，深度剖析村民需求与政策供给面临的困境，并揭示传统粗放式乡村治理面临政策供给效能低的问题，提出乡村精准治理的概念与内涵。在此基础上，探讨乡村精准治理视角下乡村规划本质的精准施策、主动作为与活力提升，并提出“县域统筹+ 镇域协调+ 村庄响应”的乡村规划响应，以期在乡村规划的精准主动作为下促进乡村治理走精准化路线，实现政策供给与村民多元需求相协调的目标。 - 关键词：
乡村治理；需求；乡村精准治理；治理范式转换；乡村规划； - Abstract: Rural planning provides basis for rural construction and development and standardizes rural construction behavior in the process of urban-rural integration development. However, rural planning practice also faces difficulties in coordinating county, town and village, balancing control and development, and large deviation between supply and demand of public policies, which makes it difficult to implement rural planning goals. Based on the perspective of demand, this paper deeply analyzes the dilemma faced by villagers’ demand and policy supply, reveals the problem of low policy supply efficiency faced by traditional extensive rural governance, and puts forward the concept and connotation of precise rural governance. Based on this, explores the nature of rural planning rural precision governance perspectives Shice precisely, as ascension and life actively, and put forward the “county as a whole domain coordination + town coordination + village response” of the rural planning and response, in rural planning under the precision of the initiative as promoting rural governance takes precision is changed course, realize coordinated policy supply and the villagers’ diverse demand of target.
