文章认为“三旧”改造是在个体理性基础上追求集体理性的一项集体行动。从集体行动的视角对“三旧”改造进行了剖析，梳理了当前不同类型改造所面临的集体非理性与社会公平问题，并提出了发挥公共权力的约束与引导作用、实施选择性激励、培育自主治理能力等实现集体理性的治理路径。同时，从弱势群体利益保障以及各方责任划定等方面探讨了提升“三旧”改造公平性与包容性的措施。 - 关键词：
“三旧”改造；集体行动；集体理性；社会公平； - Abstract: The article posits that the “Three Olds Renewal” is a collective action that pursues collective rationality based on individual rationality. It analyzes the “Three Olds Renewal” from the perspective of collective action, sorts out the issues of collective irrationality and social equity faced by different types of renewals currently underway, and puts forward a governance path for realizing collective rationality that includes leveraging the constraining and guiding role of public power, implementing selective incentives, and cultivating autonomous governance capabilities. Meanwhile, it explores measures to enhance the fairness and inclusiveness of the “Three Olds Renewal” from aspects such as safeguarding the interests of vulnerable groups and delineating the responsibilities of all parties involved.
