中国城市化水平越来越高,城市中的碳排放也随之增加。作为城市区域内主要的自然碳汇,城市绿地系统的固碳增汇作用日益突出。在城市高密度建设与存量发展背景下,诊断城市绿地碳汇水平是实现低碳城市建设、促进城市可持续发展的重要着力点。文章基于过程管理视角,结合来自政府与学术机构等官方平台的最新数据,对我国36个主要城市绿地碳汇建设水平进行综合诊断分析,剖析城市绿地碳汇建设过程存在的问题与挑战,并针对性地提出城市绿地碳汇水平提升策略。研究结果表明:(1)我国绿地碳汇建设水平整体较好,沿海地区绿地碳汇水平较高,而西北部地区整体绿地碳汇水平较低。(2)城市绿地碳汇建设水平在规划—实施—检查—结果—反馈各环节中表现差异显著,由于城市人口及用地限制,结果环节远低于其他环节。文章旨在帮助城市深入认识自身在绿地系统开发中的优势与短板,有助于国土空间规划、城市绿地系统规划、社区绿地建设管理等减排增汇目标的实现。 - 关键词:
城市绿地碳汇;过程管理;城市绿地系统;水平诊断;减排增汇; - Abstract: As China has become more urbanized, carbon emissions from cities have increased. As the
main natural carbon sink in urban areas, urban green space system plays an increasingly prominent role in carbon sequestration and carbon accumulation. In the context of urban high-density construction and stock development, diagnosing the carbon sink level of urban green space is an important point to realize low carbon city construction and promote urban sustainable development. Based on the perspective of process management and the latest data from official platforms such as government and academic institutions, this paper makes a comprehensive diagnosis and analysis of the construction level of green space carbon sink in 36 major cities, analyzes the problems and challenges in the construction process of urban green space carbon sink, and puts forward targeted strategies to improve the level of urban green space carbon sink. The results show that: (1) The level of Chinese green space carbon sink construction is good on the whole, the coastal area has a higher level, but the northwest area has a lower level. (2) The level of urban green space carbon sink construction is significantly different from that of planning, implementation, inspection, result and feedback. Due to the restrictions of urban population and land use, the result link is far lower than other links. The purpose of this paper is to help cities deeply understand the advantages and disadvantages in the development of green space system, and contribute to the realization of emission reduction and foreign exchange increase targets in national space planning, urban green space system planning, community green space construction and management.
