- 摘要：
全域土地综合整治坚持“绿水青山就是金山银山”的理念，因地制宜进行山水林田湖草的整体保护和系统修复，为生态产品价值实现提供了坚实的自然资源和环境基础。文章试图厘清全域土地综合整治助力生态产品价值实现的基本逻辑，结合典型案例系统梳理全域土地综合整治助力生态产品价值实现的主要模式，提炼全域土地综合整治助力生态产品价值实现的具体路径，以期为自然资源领域生态产品价值实现机制创新和实践突破提供参考依据。研究结果表明：（1）全域土地综合整治以优化国土空间格局为生态产品价值实现创造空间基础，以推动产业融合发展为生态产品价值实现构建平台优势，以创新政策制度安排为生态产品价值实现提供制度保障；（2）全域土地综合整治推动生态产品价值实现的模式主要包括生态修复治理、生态产业化经营、生态保护补偿3种类型；（3）未来要进一步建立健全政策支持体系、创新优化技术方法体系、创新完善市场化机制，促进生态效益向经济效益的转化，为实现生态产品价值提供有力支撑。 - 关键词：
全域土地综合整治；生态产品价值；基本逻辑；典型模式；实现路径； - Abstract: Comprehensive land consolidation adheres to the concept of “lucid waters and lush mountains are invaluable assets”, implementing tailored protection and systematic restoration of mountains, rivers, forests, fields, lakes, and grasslands, thereby providing a solid natural resource and environmental foundation for realizing the value of ecological products. This article seeks to clarify the fundamental logic of how comprehensive land consolidation aids in the realization of ecological product value. Through an analysis of typical cases, it systematically reviews the main models by which comprehensive land consolidation supports this value realization and distills specific pathways for its implementation, aiming to offer reference points for innovation and practical breakthroughs in mechanisms for realizing ecological product value in the natural resources sector. The study results indicate that: (1) Comprehensive land consolidation creates a spatial foundation for ecological product value realization by optimizing territorial spatial patterns, establishes a platform advantage through promoting integrated industrial development, and provides institutional guarantees through innovative policy arrangements; (2) The main models through which comprehensive land consolidation promotes ecological product value realization include ecological restoration and management, ecological industrialization, and ecological protection compensation; (3) Going forward, it is essential to further establish and improve policy support systems, innovate and optimize technical methodologies, and refine market mechanisms to facilitate the conversion of ecological benefits into economic benefits, thereby providing strong support for realizing ecological product value.
