建设国家公园和国家步道是保障公众游憩权利的典型措施。随着中国参与自然游憩的人 数不断增加，建设国家步道已经成为迫切的民众需求，得到了多部门的联合肯定。文章 对步道和国家步道的概念和功能进行了辨析，对3个典型国家的国家公园与国家步道的关 系进行了梳理，发现在美国、英国和日本，国家公园和国家步道在管理机制和空间布局 上均具有紧密的关系。在此基础上，对中国国家步道的建设和研究现状进行了总结，论 述了协同建设中国国家公园和国家步道的必要性，从建设理念、管理制度、空间布局和 社会参与这4方面提出了协同建设中国国家公园和国家步道的路径建议，以期为我国国家 公园和国家步道相关的理论研究和建设实践提供参考。 - 关键词：
国家公园；国家步道；自然保护地；自然游憩；生态廊道； - Abstract: The establishment of national parks and national trails represents a pivotal approach to safeguarding the public’s right to recreation. With a growing number of individuals in China engaging in nature-based recreation, the construction of national trails has become an urgent public demand, receiving support from multiple governmental departments. This article examines the concepts and functions of trails and national trails, and reviews the relationship between national parks and national trails in three representative countries: the United States, the United Kingdom, and Japan. It reveals that in these countries, national parks and national trails are closely connected in terms of management mechanisms and spatial planning. Building on this analysis, the article summarizes the current exploration and research status of national trail construction in China and discusses the necessity of synergistic development of national parks and national trails. It proposes recommendations for collaborative development in four key areas: construction philosophy, management systems, spatial planning, and public participation. These suggestions aim to provide theoretical and practical guidance for advancing the development of national parks and national trails in China.
